We are a Public Services Commission whose advice and opinions are respected and recognized as authoritative and indicative of best practices in human resource management and development.

 

We also have an important evaluation role in working with agencies to ensure that the GPS is performing effectively and consistently with the GPS Values. The origins of the Public Services Commission (PSC) can be traced back to 1947 when the colonial government accepted the recommendations of the Haragin Committee for the establishment of public services commissions in the colonies, including the Gold Coast, Nigeria, the Gambia and Sierra Leone. The objective for the establishment of the Commissions in the colonies was to effect a desirable consolidation and extension of existing arrangements regarding human resource and other associated matters in order to secure the confidence, fairness and impartiality of the general public and government appointees.

 

In 1948, the Coussey Committee, which was appointed in the aftermath of the 1948 riots to draft a constitution for the country, recommended a full-fledged PSC that would resort to a more rigorous policy of training and appointment of Africans to all Classes of Posts in the Civil Service and give preference to African candidates in all appointments, where they possessed the requisite qualifications.

Mission Statement

 

The PSC is committed to promoting and safeguarding integrity, accountability and competence in public service organizations in Ghana, through its advisory, consultative, regulatory and supervisory role.

 

Objectives

 

The objective of PSC is to take all the appropriate steps, within the framework of its constitutional and statutory mandate, aimed at the accomplishment of its functions and responsibilities, ensuring, in particular, that:

 

  • Improve database for policy formulation, analysis and decision making
  • Upgrade the capacity of the public and civil service for transparent, accountable, efficient, timely, effective performance and service delivery
  • To improve and enhance conditions of service to attract and retain qualified staff
  • To improve the supervisory role of the PSC
  • Promote coordination and harmonization and ownership of the development process
  • To improve and enhance conditions of service to attract and retain qualified staff
  • Strengthen linkage between tertiary education and industry
  • Ensure the reduction of HIV/AIDS/STI/TB transmission, ensure its proper management and promote healthy lifestyle
  • Deepen on-going Institutionalization and internalization of policy formulation, planning, and M&E system at all levels
  • Promote coordination and harmonization and ownership of the development process
  • Rationalize and define structures, roles and procedures for state and non state actors
